The EU programme for global monitoring for environment and security (GMES): governance and financing

The European Programme for Global Monitoring for Environment and Security (GMES) is an Earth observation system with the aim to provide accurate and timely information to policy makers in order to support the management of the environment and civil security. The present study introduces the GMES programme and its components. It draws lessons learned from a comparison with the Galileo Programme. The governance and financing of GMES are critically analysed and discussed. Based on the main findings policy recommendations are developed.

Technical issues on roaming

The object of the present briefing is to analyse some of the fundamental aspects of the legal proposal by the European Commission on the subject of roaming, COM (2006)382 on 12 July 2006, which proposed to modify the regulation of mobile communications, resulting in important reductions of roaming tariffs within the Community. The briefing examines the efficiency and concrete applicability of the measures introduced by the Regulation Proposal, which created the “Mechanism of the Domestic European Market” and the envisaged requirements of transparency and information on roaming costs charged by mobile network operators (MNOs). The briefing consists of four sections, analysing the following issues: Transparency, Technical Infrastructure, Overview of Existing Data, and Feasibility of Technical Implementation.

The trends in European public and private investments in ICT R&D and on the globalisation of R&D and the competitiveness of the European innovation system in ICT

Against the background of the implementation of the Lisbon policy goals, and given the particular role of the ICT industries in the wider context of globalisation of R&D activities, the main objective of REDICT was to present a systematic survey with regard to R&D in ICT investments in the EU. The study aimed at deepening the existing understanding of the R&D capacities building processes in ICT sectors, and on the relative competitive advantage for the location of these capacities at the regional, national and European levels. The study provided a basis for the ongoing and future discussions about the economic impact of the ICT sector – both within the political debate in the different EU countries and on the level of EU politics itself.
